This is the 'content area message' of the default theme, 'logic'. You can change the message or customize the style by editing the theme. (You can also get rid of the message entirely.)
Look for the content_area_message div in the page theme file.

Welcome to the sidebar
The sidebar consists of blocks (like this one).
This is a simple two column theme called 'logic'.
You have the main content area over there on the left, and the sidebar here on the right.
The sidebar is composed 'sidebar blocks', like this one (and the one below).

You can create as many sidebar blocks as you like. Just copy this one and change the text.
Each sidebar block includes a header, body, and footer.

It's so simple, I couldn't resist adding another.
Delete these example blocks by editing the page theme file (or keep them and change the content).
